Decide what to do with 'local' attribute in beans: namespace [SPR-8056]

As mentioned in #12709, the use of the local attribute in beans: namespace is no longer of much value now that bean id elements are typed as xsd:string instead of xsd:ID.

Determine what to do with this value in the spring-beans-3.1.xsd: preserve, deprecate (read: eliminate from 3.1, but still support in the parser for those who use <= 3.0 xsds), etc.

Also update the relevant sections in the reference documentation as appropriate, including:

• 3.4.2.1 (the idref element)
• 3.4.2.2
