Section 3.3.1 of reference documentation should be clarified. id is no longer unique per XML file. It's now xsd:string.

• 3.4.2.1 (the idref element)
• 3.4.2.2

And BTW - isn't @local attribute necessary anymore?

Indeed, we need to decide what to do with local, as its value is near nil now. I've created a separate issue for this -- #12711.
