Followup to #2044 which overlooked usage of the
debian10distro in the legacy config. Thebuild-and-test-with-toolchainandtestazurekms-varianttasks are moved to Debian 11. Thegcc83build variant is dropped in favor of existing and comparable compilation with thegcc102build variant.
