This commit adds a gradle project, set inside the root build.gradle, which controls all our bwc tests. This allows for seamless (ie no errant CI failures) backporting of behavior.

This commit adds a gradle project, set inside the root build.gradle, which controls all our bwc tests. This allows for seamless (ie no errant CI failures) backporting of behavior.
