I've updated this to retain the directory lookups for now, while also ensuring the proper separation between package loading and directory loading that has been historically confused. |

As described in #16, this separates the features of the resolver to make this specification as minimal as possible in the decisions it imposes.
The hope here is that by being more focused, and separating out other concerns, it can have a better chance of a fair debate.
