motivation: fix unstable test changes: compute the cache state before queueing the delegate call, since otherwise it may compute the state after the cache has been created
…3713) motivation: recent change to SwiftPM introduced strickter validation of dependencies uniquness to address undefined behavior. however, we want to allow users some times to adjust before making a breaking change changes: update the validation to emit a warning instead of error under the specific condition the previous behavior incorrectly ignored!
motivation: exapnd the tests as we are changing the functionaly changes: * add facilities to use urls in mocks, not just path * add tests that demonstrate the current behabviour when depednecy identity conflict (different URLs, same identity) is encountered
