[CI] `test_build_ext.py` is regularly failing on Windows: `Microsoft Visual C++ 14.0 or greater is required`

The CI is regularly failing with the following message:

error: Microsoft Visual C++ 14.0 or greater is required. Get it with "Microsoft C++ Build Tools": https://visualstudio.microsoft.com/visual-cpp-build-tools/

This does not seem to be directly related to any recent change to setuptools code in particular.
Maybe it is related to changes in GitHub's infrastructure?
