Remove all mention & use of insecure randomness pallet #1908

Content request
paritytech/substrate#13560 has removed the pallet, and shortly the devhub templates will be updated to remove it as well. We do not want people to use the pallet at all, so no examples or mention of it would be best to get in place asap.
