Adds the LapSRN (https://arxiv.org/abs/1710.01992) super resolution algorithm to the dnn based super resolution module. It includes links to trained .pb files of up-scaling factor of x2, x4 and x8, which are capable of multi-scaling with [2x, 4x] and [2x, 4x, 8x] factors. Contains tests and sample codes.
