Build, test and package `arm64` binaries in CI

Why

We would like to extend the build, tests and artifacts of the CI with MacOS arm GitHub Actions runners.

What

Use the arm64 runners in the test and build steps of the CI, and package new pre-built binaries for MacOS.

How

• Add arm64 runners in build step of the CI
• Add arm64 runners in test step of the CI
• Add a arm64 version of the pre-built binaries in the releases
• Add test of the new binaries in the Mithril Client multi-platform test manual workflow

Later

• Do the same operation with Linux arm64 runners (when available)
