Consistent hover states and row background for Network, Console, DOM Events tabs and Breadcrumbs

Acceptance Criteria

• Breadcrumb, console, DOM and network items consistently visualise when they've elapsed, current, or pending
• Breadcrumb, console, DOM and network items consistently visualise onHover behaviour. However, breadcrumb items don't show a play icon next to their timestamp.
• Breadcrumb, console and network items consistently visualise when its an error. However, breadcrumb errors only have a background colour onHover.
• Console items have new styles to better differentiate the types of console logs.
