Changes to build scripts

[codebrain]

• Invert the skipdocs default parameter, so doc generation is always skipped
• Remove the IL rewriting for 7.x

[russcam]

IL rewriting shouldn't be removed for 7.x, but it should only be run on CI to generate version specific packages
