URISyntaxException in Workbench.setEdgeDataDirectory(Display) if workspace location path contains spaces

Problem with #2469:

URL.toUri() cannot be used, because location URLs returned by the workspace / equinox are not strictly valid URIs, e.g. they do not properly encode spaces:
