Description
These tests still depend on exact timing and order of execution between threads that is not possible to achieve in CI, when threadpool is stressed. Some were skipped because of this in 2021: #11587
The ones remaining mostly work, but can be capricious, see e.g. https://dev.azure.com/dnceng-public/public/_build/results?buildId=1106990&view=ms.vss-test-web.build-test-results-tab&runId=30342128&resultId=101925&paneView=debug
This PR excludes them from parallelization.
