Create HTTPS test fixture for IIS

There are several HTTPs tests in IIS that don't require any other special config, especially the HTTP/2 tests. Today each test creates its own IIS Express deployment and tears it down afterwards, costing about 2.5 seconds each. These tests could run a lot faster and more reliably if they shared a single test fixture like many of the other tests do.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release. We will reassess the backlog following the current release and consider this item at that time.
