Setup eoapi-k8s on Labs cluster

Create a deploy repository that sets up eoapi-k8s on the Labs cluster.

For the STAC item and collection editing that @oliverroick is working on, we need some updates to the eoAPI instance. From Slack from @oliverroick : "This works with eoAPI, if you use the custom runtime and have the transactions extension enabled.".

@oliverroick would you be able to outline exactly what would need to be done to have this available on the instance we have running on the Labs cluster? (or saying what's needed to run locally should be fine as well and we can figure out how to get those changes to the deployed version).
