An iceberg cli tool

Currently iceberg-rust has provided many apis for developers, but we don't have a cli tool to access iceberg tables directly.

Describe the solution you'd like

Inspired by pyiceberg cli and datafusion cli, I want to implement a similar tool similar to datafusion cli, but tailored for iceberg. It should allow user to read/write/inspect iceberg tables directly from terminal.

I have turned it into an epic issue, and we could include the basic version in 0.5.0, and finish them in 0.6.0.
