By looking at #15 failing workflows, I have the feeling that the CICD can't run due to the use of old actions. This PR updates setup-python and artifact related actions.

Python 3.13 has been released.
If this PR can be merged, it will allow conda-forge/ansys-pythonnet-feedstock#2 to proceed further as it is currently blocked due to python requirements.
