Looks like fails related to the PR itself, not the CI

@ZzEeKkAa that's weird. It works locally.
Error message is

error: 1: Conflicting SPIR-V versions: 1.4 (input modules 1 through 1) vs 1.0 (input module 2).

@AlexanderKalistratov I could brake CI Upload at that CI and that's why it was not populated to dppy/label/dev.

I've double check numba-dpex is beeing populated to anaconda channel and it is getting pulled by the current CI. The issue is that max spirv issue applies only at if not config.NATIVE_FP_ATOMICS condition.
