Failing CI Pipelines
misc whitespace
mostly docstring formatting and readability some minor code improvements
also cleanup whitespace since I was changing doctrings
also cleanup some pep8 whitespace complaints
Block Diagonal Class
Add attempt at contributors table in rst, integrate with sphinx.
Must ensure the PF lies in the Hermitian symmetric subspace since we expect images to be real.
We can do this since images are real and their FT has Hermitian symmetry.
Include the Dirac and Polar Fourier basis Classes

This PR includes recent updates for 1) reimplementing operations on block diagonal matrix using the class method and operator overloading and 2) including the Dirac and Polar 2D basis classes for expanding.
