This takes a tagged union instead of ?Version due to @andrewrk's suggestion in #2230 (comment). However, I'm not sure this achieves the desired effect. Leaving off the version is still the "easier" option, and setting a version becomes more cumbersome:

What if b.version() returned an instance of this union?
That way its: b.version(0,1,0) vs .unversioned.

This commit changes the behavior of stage1 to emit libfoo.so instead of libfoo.so.0.0.0 when none of the --ver-major, --ver-minor, or --ver-patch flags are set. It also makes it possible to create unversioned shared libraries using the zig build system, changing the version parameter of addSharedLibrary() to a tagged union.
