Tidy up PWM drivers to use a common initialization priority as per other peripheral driver types.

See:

config ADC_INIT_PRIORITY
int "ADC init priority"
default KERNEL_INIT_PRIORITY_DEVICE
help
ADC driver device initialization priority.

config CAN_INIT_PRIORITY
int "CAN driver init priority"
default KERNEL_INIT_PRIORITY_DEVICE
help
CAN driver device initialization priority.

config I2C_INIT_PRIORITY
int "Init priority"
default KERNEL_INIT_PRIORITY_DEVICE
help
I2C device driver initialization priority.

As per other peripheral driver types.
