ADC driver subsystem has no system calls

Describe the bug
There are no system calls for any of the ADC driver subsystem APIs.

Expected behavior
Implement system calls for adc_channel_setup(), adc_read(), adc_read_async().

Impact
User mode threads will have no ADC driver access.
