`vsf-store` cookie is not being set on page entry

Expected result

vsf-store cookie value should be set on page entry

Actual result

Value of vsf-store cookie remains empty; customer needs to select store in the store switcher to populate the value

Steps to reproduce

1. Clear app cache in the browser
2. Hard reload the page
3. Go to [:]/default or [:]/german
4. Inspect cookies ~~> vsf~~store is empty
