[Bug]: Customer can visit checkout even if his cart is empty

Expected Behavior

Checkout is locked for a customer with an empty cart and the customer is redirected and informed accordingly.

Actual Behavior

A customer can access checkout (any step) if he pass the URL even with an empty cart.

Steps to reproduce

In incognito mode use http:///default/checkout/user-account address to access the checkout.
