Correctly test and stub out createNewConfiguration

The createNewConfiguration in createNewConfiguration.ts is neither covered by unit tests nor properly injected into the functions that use it. How unfortunate. Both of those things should happen. Right now it's happily printing .eslintrc.json during unit tests 😄
