Use SWC instead of Babel #1366

Overview
Precursor to #1364: I've been wanting to try out SWC and it's looking pretty clean & fast.
On my Surface Laptop 4, 11th Gen Intel(R) Core(TM) i7-1185G7 @ 3.00GHz, WSL 2.0 in a Linux drive, npm run test takes ~17-18 seconds.
