While nhc 1.5 has not been released yet (see discussion here: https://groups.google.com/g/slurm-users/c/ywIqBi_H75c) The upcoming version will require /var/run/nhc to prevent duplicate runs. This merge adds the creation of that directory.
I'm not sure if this is the place you want it but it seemed to me to be the right place to put it. Let me know if you want any revisions.
