Update NPM package with security vulnerabilities and others

1. Packages mentioned on https://github.com/topcoder-platform/tc-project-service/security

   

2. Packages returned by npm audit

   

3. Optionally, consider updating all the packages

   For example, using npm-check

   • there are 5 packages looks like no in use anymore in the repo
   • other packages have major releases

   

This can be done, when there are no separate branches with wast changes to avoid merge conflicts. For example, now we have a branch https://github.com/topcoder-platform/tc-project-service/tree/feature/bulk-milestone-updates
