Rename field "weeklyCount" to "weeklyCost"

Follow up from https://github.com/topcoder-platform/taas-apis/issues/16#issuecomment-737690381

`/taas-teams` and `​/taas-teams​/{id}` should return "weeklyCost" field instead of "weeklyCount" as per swagger file.
