Widen the Submission history window

Requirements

For the Submission History popup:

• Widen the window so that the text for the latest submission id is on one line.
• Widen the TIME in the table so it is one line.
• Widen Provisional Score label in the table so it is one line.
• Center the CLOSE button to the middle of the modal.
