Add configuration file support #17
Description
php-semver-checker supports modifying semver levels based on the rule identifier, something which is not (currently) possible in php-semver-checker-git.
Furthermore, having configuration set within a file allows for people to put said file under version control which is extremely important (and promotes tool usage).
