Set up jest+react-testing-library

- [ ] Base config used by site and component library workspaces
- [ ] Individual `test` script for each workspace
- [ ] Single script in base `package.json` for running `jest` across all workspaces
- [ ] Verify tests work with TypeScript, babel, etc.
- [ ] Add job to Actions workflow
