Always Show Engine in Project Sidebar

This PR removes the conditional display of the Engine link in the project sidebar. Previously, the Engine link was only shown if the project had engine instances. Now, it's always visible regardless of whether the project has engine instances or not.

The PR also includes a comment indicating that we might want to move the Engine link to the team level in the future.
