CI Sanity Check is timing out

Unsure of why, but our CI sanity check is timing out on #337

Probably related to the new py36 install but I'm not getting this on my local machine so not quite sure what the issue is.

EDIT--- I do get this hang on the CRF branch when I try to run
bash tools/run_docker.sh -c 'make sanity-check' so this will make it easier to debug

Assuming there was something strange with that PR, because other PRs are working and since merging into master sanity check is working on py36. Happy to re-open if this remains a problem.
