api: add support of a batch insert request

We need to add support of message pack type MP_ARROW and IPROTO_INSERT_ARROW request. It could be done in a new subpackage arrow.

In this task we do not need to try to decode/encode data from/to the apache arrow format. It should be enough just process it as an array of bytes.
