Otherwise, a bootstrap build fails with `error: missing return in closure expected to return 'Array<UTF8.ValidationError>' (aka 'Array<Unicode.UTF8 .ValidationError>')`.

Looks like Evan ran into the same problem and submitted an alternate solution, #80934, is his better? |

Either way will work. He's got a 6.2 backport pull too, so if his goes in first, I'll close this. |
