Cherry-pick of #40696.
Explanation: Resolves an issue in SymbolGraphGen where access-level information was found to have been preserved in
AccessControlattributes, which caused declarations in the symbol graph to start printing access modifiers when they previously had not.Scope: Small. The change is restricted to SymbolGraphGen.
Issue: rdar://85280786
Risk: Low.
Testing: Unit tests have been updated to cover the behaviour.
