[Parity] Integrate the `--sanitizer` argument with SwiftBuild

The swift build --help has the following option

  --sanitize <sanitize>   Turn on runtime checks for erroneous behavior, possible values: address, thread, undefined, scudo, fuzzer. (values: address, thread, undefined, scudo, fuzzer)

When set, the value should inform SwiftBuild which sanitizer to use while building.
