Enable the SwiftPM test suite on Windows #8895
Description
The Swift Package Manager tests are not executed in the Windows Platform Build (build.ps1) pipeline.
We need to update the tests and enable swiftpm test execution by default in build.ps1.''
Acceptance Criteria
- GitHub issues are created for any tests marked as skipped or expect failing
- Windows Platform Tests CI build executes SwiftPM tests
