It seems like this is a valid value and it has been working for me, however I did find conflicting information on whether it is supported or not. In these cases I like to go by what browsers actually do rather than what they're supposed to do, and it turns out that at least in the case of Chrome, a tag like this...
<meta http-equiv="Accept-CH" content="Downlink" />...is respected, so I think we're good to include this. Thanks!
