chore: improve internal performance of effect runtime

Now we have true doubly linked lists for effects, we can start to remove some of the recursive logic that is no longer needed. This should help improve performance and memory on one of the hottest parts of the runtime. I also switched some for…of loops to normal for loops after noticing additional overhead whilst profiling locally.
