tell people to avoid goto(external)

#8775. I don't think we can/should change the behaviour until 2.0, but in the meantime we can discourage people from using goto with external URLs

When this is merged, we should be careful not to leave the erroneous reference to #8755 in the squashed commit message. I was just confused by that.
