Windows is twice as slow as everything else. It seems to have gotten much worse in the past week

There are open issues suggesting it might be a regression in windows-latest

• Windows Server 2022 builds are taking 4x longer than on Windows Server 2019 actions/runner-images#5166
• Apparent performance regression in latest windows images (20220220.1 compared to 20220207.1) actions/runner-images#5158
