Include information about -parameters flag in 6.2 upgrade notes

Spring Framework 6.1 [removes `LocalVariableTableParameterNameDiscoverer`](https://github.com/spring-projects/spring-framework/issues/29559). Since this affects how `@PreAuthorize` and others will process parameter names, it would help folks upgrade to mention this in Spring Security's upgrade notes.
