Extend conditional conversion support [SPR-9928]

Currently the only support for conditional converters is via the ConditionalGenericConverter interface. It would be useful if Converter and ConverterFactory interfaces could also support conditional conversion.

    Extend conditional conversion support
    
    Introduce new ConditionalConversion interface that can be applied to
    Converter, ConverterFactory or GenericConverter interfaces to make
    them conditional. Prior to this commit the only
    ConditionalGenericConverter could be conditional.
