On review, we've decided to leave idref and local in the 3.1 schema (and going forward). While the XML parser can no longer validate them, it is conceivable that other IDE tooling could, and they can even serve as a communication/documentation mechanism anyway.

In any case, idref usage is checked by the container, so validation still occurs, only just slightly later in the application lifecycle.
