Stop publishing spring-boot-parent #42828
Description
It's intended as internal dependency management for dependencies that are only used in our tests. I suspect this it being published is a relic of the old Maven-based build. It's too late to stop publishing it in 3.4, but I'd like us to get rid of it early in 3.5's milestones.
