CSPL-4212 Add Splunkd restart

Description

It adds Splunkd restart after setting up config files for bus configuration.

Key Changes

• It add Splunkd restarts to Ingestor Cluster and Indexer Cluster.
• It updates tests to match new changes.

Testing and Verification

Automated tests and manual tests.
