Auto-populate preference for record merging does the opposite behavior

Describe the bug
Fields in the Record Merging dialog are auto-populated when the auto-populate preference is disabled. They are not auto-populated when the auto-populate preference is enabled.

To Reproduce
Steps to reproduce the behavior:

1. Go to User Tools
2. Click on Preferences
3. Enable auto-populate
4. Query for Agent records
5. Select records and click 'Merge Records'
6. See that fields under New Agent in the dialog are not auto-populated

Expected behavior
Fields in the Record Merging dialog should auto-populate when the preference is disabled and should not auto-populated when it is disabled.
